Chief Technology Officer (CTO)

Location: Myanmar
Position Type: Full-Time

The Opportunity

We are partnering with a leading financial services platform undergoing a large-scale technology transformation. This is a high-impact leadership role responsible for driving execution across a complex, multi-entity environment.

The CTO will play a critical role in translating strategy into delivery — owning the execution roadmap, prioritising change initiatives, and ensuring consistent, high-quality technology delivery across the organisation.

The Position

The Chief Technology Officer is accountable for execution of the technology change agenda — owning the implementation roadmap, coordinating delivery across entities, and ensuring alignment with enterprise architecture and strategic objectives.

This is not a pure architecture or BAU operations role. The CTO sits at the centre of delivery, ensuring that transformation initiatives are executed effectively — from mobilisation through engineering, deployment, and transition into operations.

The role operates within a federated model, working closely with architecture, platform engineering, and entity-level teams to deliver both shared and entity-specific technology initiatives.

Key Responsibilities

  • Own end-to-end execution and implementation roadmap across all technology change initiatives

  • Prioritise and sequence the technology change portfolio, ensuring alignment with business goals

  • Drive in-country delivery of entity-specific transformation programmes, including product, platform, and integration initiatives

  • Provide governance over shared platform builds, ensuring alignment with business requirements and delivery timelines

  • Build and lead high-performing engineering and delivery teams, including internal squads and vendor ecosystems

  • Implement modern engineering practices including DevSecOps, CI/CD, test automation, and SRE

  • Oversee vendor and system integrator performance, ensuring quality, cost, and timeline adherence

  • Ensure seamless change-to-run transition, with strong operational readiness and handover protocols

  • Drive platform modernisation, including cloud migration, legacy decommissioning, and infrastructure automation

  • Champion AI-enabled engineering and delivery, improving speed, quality, and productivity

  • Track and improve delivery performance metrics including lead time, deployment frequency, and reliability

Candidate Profile

  • 12–15+ years of leadership experience in technology delivery, engineering, and large-scale transformation

  • Strong background in financial services or regulated industries

  • Proven track record delivering complex, multi-entity technology programmes

  • Hands-on engineering foundation with strong understanding of modern architecture and development practices

  • Deep expertise in cloud, microservices, DevOps, and platform engineering

  • Experience managing large engineering teams (50+), including vendors and system integrators

  • Exposure to AI-enabled engineering practices and automation-led delivery

  • Ability to operate in a matrix and federated organisation structure
