The Company

Our client is an established organization within the energy and petroleum downstream sector, operating an integrated refinery and aviation fuel production facility in Myanmar. The business is focused on safe and reliable operations, product quality, process optimization, environmental compliance and the continued development of local technical capability.

The Position

The Plant Manager will provide overall operational leadership for the refinery complex, covering the Atmospheric Distillation Unit (ADU/CDU), Jet-A1/Kerosene Hydrotreater and Hydrogen Production Unit. The role will be responsible for production performance, refinery optimization, product quality, plant reliability, process safety and coordination across the complete process chain from crude processing through Jet-A1 production.

The position will lead refinery startup, shutdown, commissioning and performance testing while managing process upsets, emergency operations and continuous improvement initiatives. The Plant Manager will also oversee operational KPIs, production planning, HSE/PSM, HAZOP and MOC activities, contractor and OEM coordination, and the development of local operators, supervisors and engineers through structured coaching and knowledge transfer.

The Person

Candidates should hold a Bachelor's degree in Chemical Engineering, Process Engineering, Petroleum Engineering or a related discipline, with approximately 15–20+ years of refinery operations experience and at least 5 years in a Plant Manager, Operations Manager, Production Manager or Shift Manager leadership position. A Master's degree or MBA will be advantageous.

Proven operating experience across ADU/CDU, Jet-A1/Kerosene Hydrotreating and Hydrogen Production Units is required, together with at least one refinery commissioning and startup assignment. Candidates should demonstrate strong refinery operations leadership, process optimization, troubleshooting, process safety, DCS/ESD/SIS exposure and the ability to operate effectively within multicultural environments.
