The Position

Reporting to senior leadership, the PMO Director will lead the establishment and execution of a centralized project management framework across a diverse portfolio of large-scale developments, including refinery, power plant, commercial, and healthcare projects. The role will be responsible for driving end-to-end project governance, ensuring that all projects are aligned with strategic priorities and delivered within scope, timeline, and budget. This includes overseeing project planning, resource allocation, risk management, and performance tracking across multiple concurrent developments, while ensuring consistency in execution standards and compliance with regulatory and HSE requirements.

The PMO Director will work closely with project sponsors, technical teams, and external partners to ensure seamless coordination across all phases of development, from feasibility and design through to construction, commissioning, and operational handover. In addition, the role will lead the PMO function, building capabilities, implementing performance reporting systems, and driving continuous improvement to enhance delivery efficiency and transparency across the organization’s project portfolio.

The Person

The ideal candidate is a senior project leader with proven experience managing multiple large-scale, capital-intensive asset developments, including refinery, power plant, commercial, and healthcare projects, with full lifecycle exposure from concept through to commissioning and handover. They bring strong expertise in project governance, portfolio management, and execution within complex, multi-project environments, supported by deep understanding of engineering, construction, and regulatory frameworks.

The individual demonstrates strong leadership and stakeholder management capabilities, with the ability to influence senior executives and coordinate multidisciplinary teams. A structured, commercially driven approach combined with strong experience in HSE, contract management, and performance optimization will be critical to successfully delivering a diverse and high-value project portfolio.
