The Company

The company is a dynamic conglomerate consisting of Private Equity, Real Estate Development, Financial Services, Hospitality & Leisure and various additional business units. To support its significant real estate ambitions including a large-scale, master-planned township development, it is now seeking to bolster its Real Estate Investment and Development team. This includes a need for an experienced Costs, Procurement and Contracts Director. This is a senior management position within the Real Estate Division Core Team and is instrumental to building the firm’s cost estimating and contracts related capabilities for a wide range of real estate property types/products in many local markets throughout the country.

The Position 

Reporting to the MD and Deputy MD, the Costs, Procurement and Contracts Director heads the department of cost estimating, and contracts management professionals and supports multiple project teams beginning in the pre-acquisition phase and continuing through the pre-construction and construction phases. The appointed individual will liaise with project team leaders regarding design development, budget development, scheduling and phasing, procurement planning and execution support. He/She will serve as the Real Estate Division group’s SME with regards to costing (estimating and forecasting project costs). Similarly, he/she will be the Real Estate Division group’s subject matter expert in contracts and procurement. This includes developing and implementing standard operating procedures and templates for the RFP/tendering and contract development phases, working with project team members immediately after site acquisition to formalize the procurement plan and lead the effort to develop and issue major RFPs/Tenders (for hard and soft costs).

The Person

The ideal candidate must have a degree in Quantity Surveying, Engineering, or Construction Management, or equivalent and with 15+ years significant experience as an estimator employed by a major building construction general contractor, construction manager, quantity surveyor, and/or developer, with specific focus on large scale mixed-use development projects in Cambodia; worked on at least one high-end and complex development project from design to construction with an area over 100,000 sqm. Strong project planning and management capabilities and the ability to create, implement, and monitor all construction schedules and control systems, policies, procedures, systems and standards are also essential. Ability to understand and communicate in English and Mandarin, verbally and in writing is also required.
